Update - February 1, 2021
Yesterday, the SRM team had a telephone conference with the attorney who is a principal of one of the large European trade groups that are facilitating the historical purchase activity for multiple trillion-dollar foundations who are functioning as the “private Buyers” on behalf of various governments. This Update-1 is a summary of what we learned on this conference call.
All historical assets listed on the list that has been provided “can” be purchased, but the Buyer’s highest purchase priority is on these 4 items:
This historical asset purchase activity is being conducted in distinct, package-collection phases. During the 8 weeks after a phase ends, the following “Processing Activities” happen relative to the packages received during that phase.
Phase-1 started in September 2020 and ended at the end of October. The Processing Activities happened during November and December and somewhere between 1-3 million bonds were purchased and paid. All of these Phase-1 bonds were 1924 German bonds.
Phase-2 started in November 2020 and ended at the end of December. Processing Activities began in January 2021 and, as of end of January, the purchasing money has been moved to the specified closing locations and all contracts have been issued. Purchase/payment meetings are being scheduled to complete by end of February. The only bonds selected for purchase in Phase-2 were 1924 German bonds and Petchili/SP bonds.
Phase-3 started in January 2021 and is expected (not guaranteed) to conclude at the end of February 2021. Phase-3 Processing Activities are expected to begin in March 2021 with purchase/payment meetings to be in April 2021. During this phase, in addition to purchasing the top-4 priority assets (listed above), any other historical assets on the list “can” be selected for purchase, but packages of other assets will most likely only be selected if they are large-quantity packages..
The current Phase-3 is expected to be the last phase of this unique purchasing activity. Your selling opportunity is expected to last only until the end of February 2021. Sellers who participated in Phase-1 and Phase-2, had the opportunity to submit a smaller amount of assets (as a test) and then to submit a larger amount of assets in the next phase. Phase-3 sellers will not have this opportunity. Phase-3 sellers should make sure they include “all” the assets they want to sell in their submission packages because another purchase phase is not expected.
SRM will now focus on submissions of German bonds and Super Petchilis as these bonds are in high priority demand. While purchase selection is heavily focused on quantity of bonds available, location and ease of access to bonds is also important. (A smaller package in Zurich may receive priority over a larger package in Bogatà.) Approximate (not official) prices that are being paid (also depending on quantity and location) are as follows:
Special German Bond opportunity: On January 31 we were notified that a large German bond seller defaulted during the Phase-2 Processing Activity and that there is an immediate need for additional German bonds to be purchased during Phase-2 TTM closings. Any properly prepared German bond packages received during the next 10 days will have an opportunity to be purchased and paid along with other Phase-2 participants. If you move quickly, but miss this special Phase-2 window, your package will still be part of Phase-3 and your German bonds will be purchased.

- Due diligence on seller and asset validation is performed on the assets by Buyer’s reps.
- Packages reviewed to determine which packages are most desirable to foundation Buyers.
- Directors of various foundations have discussions with different Traders to assess most strategic geographical locations where asset purchases will be made.
- Pools of packages are created for each geographical location.
- The decision is made regarding “which” foundation(s) will purchase assets in each geographical pool.
- Trillions of dollars are moved into the designated closing bank for each geographical pool.
- Contracts are issued.
- TableTop Meetings are scheduled.
- Purchases and payments are made.
